After Heimdall's appearance, there were many theories about powers. Research and interviews lead to the theories behind trigger events. Autopsies lead to the discovery of the Corona Pollentia. Science was able to begin connecting the dots. Then along came Hecate.
Rumors of their existence began to surface in the mid 90s. A person, or persons, who could peddle powers. Their appearance differed from story to story. Sometimes old, sometimes young, pale skin, dark skin, black hair, long, short. Tall, petite, short and stocky, Indian in one, Scandinavian in another. They would always be the one who approached. They would introduce themselves and make them the person an offer. They would promise a bargain. Power. Power for the right price and a favor at a later date. The Coven sought out those who were absolutely determined to have power, no matter the price, and they would be happy to oblige.
There was never a way to contact them. The Protectorate have, of course, denied rumors of such a group's existence. But there's always some tidbit of information. A post tucked away on a conspiracy forum. The rich friend of a friend who swears they know someone who bought their powers. The Cult of the End proclaiming they're able to grant powers to those who they deem worthy. Even on the black market, every now and then a vial somehow manages to show up, and if you believe the stories, can give you something incredible. But there will always be a price.
