The public knows almost everything about her. The exact same information as the PRT, but it is debated whether its one mind, two bodies or one is a projection.
PRT / Government Information
Amanda has multiple warrants for her arrest for a number of petty thefts, as well as threatening with a parahuman ability.
She name and background is known, as well as her trigger.
She has a flighty disposition, tending to try and run from heros avoiding fights as well as hurting others.
They know of her powers aside from the resurrection part.
They are fairly certain they caused her own trigger.

Civilian Appearance
Hunter appears as something similar to a wolf and/or hound of some kind, with long metallic black fur. Ranging from 4 feet at the shoulder to 10 feet.
Prey is a feminine humanoid covered in white fur with a short tail, and digitigrade legs and cloven hooves. Standing at 4’ 7’’ at minimum upwards of 8’ 4’’ maximum.
When the inside of their head is viewed through their eyes and mouths all that is visible is roiling heatless blue flames, which gives off a very dim light.
Mentality
Hunter is impulsive, most of their emotions being shunted into his body causing him to be more emotionally driven, even than his emotions are often pushed to the extreme. He will say what is on his mind no matter the moment, even if it's inappropriate or not.
Prey is almost emotionless. She is more cold and calculating, thinking first about the smart thing to do instead of the right thing to do. She is able to feign emotions to some extent but often leaves those to Hunter, who she also sometime has to wrangle due to his emotional outbursts.
All in all they are generally good people (person?), not liking the sight of others suffering, often trying their best to help others over themselves (much to their own detriment)

Parahuman Power
Amanda’s power has permanently split her body into two distinct ones. One a wolf/hound like body with long metallic black fur standing roughly 4 feet tall when not powered, the other is more Humanoid with digitigrade legs and hooves, its hands only possessing 4 fingers. They each have independent thoughts, their memories combining when they sleep or when one dies. When viewed through their eyes or mouth the inside of their heads look like a rolling heatless fire which gives off a very dim light.
They have three “modes” in which either one or both of them are empowered, gaining super strength and a blaster rating as well as growing in size.
1. Hunter (Wolf body) grows to the size of a truck, his claws becoming sharper (similar to that of a bears) and gaining the ability to breath a plume of cold “fire” with a range of 30ft in a 15 degree cone, temping in at -50 degrees C. As well as gaining minor super strength, able to push around the average car with some effort. At the same time Prey (Humanoid Body) is similar to a base line human and stands at 4’ 7.
2. Hunter and Prey share the power source. Each looking as if they are in their unpowered state. Each is still able to use their blaster power but at half the range.
3. Prey grows to 8’ 4’’ feet tall, her fingers growing claws that are akin to a bears, the ability to shoot firey blasts with the width of a baseball from her palms, with a range of 90 ft, each doing minimal damage but freezing what is hit to -50 degrees C. She also gains super strength, and is able to deadlift up to 4000lbs.
They can not go outside of 50 meters of each other or one of them dies (at random), instantly falling over dead.
Between 24-42 hours of their death if the other is alive they can be revived, by forming from the same freezing fire that powers their blast abilities which comes from the others mouth.
It takes 1 full turn in combat to swap between each form, and they are unable to instantly jump from a fully empowered Hunter to a fully empowered Prey.
Background & Trigger
Trigger: Like, after losing a close loved one - a sibling who was all they had, - they went into an uncontrolled downward spiral and made preparations to commit suicide. Two capes arrived on scene - one who could sustain people’s bodies, the other an emotion manipulator. An Emotional manipulator tried to talk her down, but his influence only made her feel worse, and even if she didn’t truly want it, her grip slipped, torn between wanting to die and not. When she hit the concrete from a couple of stories up, she was still alive, just in massive pain as another cape sustained her and the master who had accidentally mentally pushed her over the edge continued to feed her useless positivity. Torn between two powers keeping her alive when she no longer wants it, keeping the two sides of herself in balance when she wants them to keep spiraling till she dies, she triggers. Amanda was born in Rochester New York, and grew up to be an artist. After her last loved one, her sister, died she went into a downward spiral leading to her trying to commit suicide. Due to two capes stepping in they caused her to trigger. In her fear and confusion she left Rochester with some clothes, money and things she just simply traveled until she found herself in Denver. She currently has a warrant to be brought in for questioning for multiple thefts.
