An infamous Nazi supervillain from the bad old days, when parahumans were just starting to become a major force. Doktor was a major villain in Europe, and especially Germany. Known to be a tinker with a focus in metals, and responsible for hundreds of crimes.

Heinrich is a blond haired, blue eyed man in the later years of his life. He is 5’11” and has incredible posture. He favors his left leg when he walks, and uses a cane. His costume takes inspiration from the Hugo Boss style German Army uniform, and features Nazi Iconography.
Mentality
In his prime he was a ruthless and driven man, but age has started to mellow him out. He no longer dreams as big as he once did. He's an old man, concerned with his legacy.He is intense, but shockingly friendly to people he considers worth his time. A surprisingly decent boss, for a supervillain.
Skills and Specializations
Heinrich has a good head for finance, leadership, math, and has years of combat experience. However, he is from a time when computers were curiosities, thus He is terrible with computers.

| Abilities | The under suit is a spongey metallic fluff designed to absorb impact and layered in a geometric pattern that spreads it through the material. It provides protection from impacts that would not harm the outermost layer, but still might harm the wearer. Things like being thrown through a wall, or struck with a heavy weapon like a mace or hammer.
The inner layer is a smart material that contracts when exposed to current, acting as a layer of slow but strong muscle tissue. The wearer can lift up to four tons and crush steel with their hands, but it provides no increase in speed or striking force due to the slow speed of contraction. The smart metal weave can be locked, resisting movement, even from the Doktor himself.
The outer layer is a specialized alloy of Herr Doktor’s own design, his famous Adamant Alloy. Designed for durability and nothing else, these thin, interlocking plates provide total coverage. They can withstand point blank gunfire, anti personnel weaponry, and are resistant to heat based energy weapons.
The entire suit is self contained, climate controlled, and can play pleasing music due to his most recent upgrade, a built in iPod. |

| Abilities | Periodically syncs with and downloads high-quality recordings from Perse’s eyes and diagnostic equipment when she’s nearby. When she’s in the field, this program receives lower-quality compressed versions of the data over an encrypted link. All this data is stored and encrypted using high-grade cryptography. There are two decryption keys, one inside Perse, the other kept in a deposit box in a local bank. In the event Perse dies, is incapacitated, or otherwise does not “check in” after a certain time, the Protectorate is automatically notified with details on how to decrypt the recordings. She can also remotely send the alert at any point. |
