Publicly Available Information
Hyde is a solo villain who surfaced relatively recently in Denver, Colorado but who has certainly not been ignored. He is responsible for a handful of crimes, most notably a raid on a transport headed for the Denver Museum of Nature and Science.
Hyde is known to able to transform into a monstrous Changer state with traits reminiscent of existing animals.

PRT / Government Information
Hyde has been noted to not grow larger than approximately the size of an armored car. Whether this is a limit to his powers or a self-imposed limit is still unknown.
Costume Appearance
Hyde wears a combination of biker clothing and various homemade accessories and additions which incorporate the remains of animals; notable accessories include a pauldron fashioned from a taxidermied wolf head, a cowl scarf made from different animal pelts & hides, a necklace of snake & shark teeth, and rings carved from animal bones. He also wears a metal mask in the likeness of a snarling monster, and a belt with sealed pouches containing other animal remains that could not be utilized as costume pieces.
Civilian Appearance
Ned Rowe is a tall, imposing hulk of a man who stands at 6'8" and is built like a brick house, with a mess of long black hair which he prefers to keep braided or tied back when in civvies, as well as a loosely-tamed beard fit for a wildman. His usual clothing consists of worn & weathered clothing, preferring short-sleeved shirts and cargo pants with heavy boots.
Mentality
Ned is a brash and unpersonable individual, easy to irritate and who doesn't play nice with most people due to his ideals. He's far more likely to spit in someone's face than shake their hand, and his already explosive temper has a rather short fuse.
His personal beliefs can be most easily simplified as 'might makes right', revolving around strength. In his mind, the strong rule from the top of the food chain, while the weak do as their betters tell them. Strength comes in many different forms, of course - physical might, superior intelligence, and so on - but to him, one's willingness or lack thereof to leverage their strengths over others who lack it is what determines whether someone is a leader or a follower. He is, however, an outlier in this belief by his own admission - he is, in his mind, what he regards as a rare third breed: someone who is capable of leading, but who is not above willingly serving those of greater strength should it benefit them.
As Hyde, he exaggerates his own personality and lets slip one part of himself which is normally kept hidden while in civvies - his bloodlust, tempered from his time as an underground fighter. He deeply enjoys fighting, especially in tandem with the use of his power. The feeling of savaging his opponents and beating them down gives him satisfaction, and he has no qualms against resorting to lethal force if he feels the need.

Parahuman Power
Hyde is a Changer who can alter his biology & its properties to that of other living creatures.
He can only take on biological properties of whatever creatures (animals or other people) he has come into physical contact with, which adds creatures he has touched to an 'archive' of sorts that he can access. In order to change his form to take on archived properties, he must have some form of DNA sample on his person or in physical contact with him. The DNA sample does not need to be living. His Changer form will shift things on his person (clothing, etc) to fit his new form unless he chooses to leave them as normal.
If a creature Hyde is accessing the biological template of has powers, Hyde will not have access to their powers. If Hyde accesses the biological template of a powered person whose biology is merely power-induced, he will have access to those biological features.
Hyde's Changer form cannot grow larger than the approximate size of a rhinocerous/armored car, and he cannot fully transform into any single animal/individual, forcing him to mismatch between different creatures. His Changer form also takes concentration/focus to maintain, with biological traits gradually fading to normal after 5-10 seconds without focus devoted to them.
Hyde's power translates damage to his Changer form onto his normal form, but at a reduced rate. For example, a deep gash in Changer form will translate to a bad cut when in normal form, a bad cut will translate to a scratch, etc. Severed body parts, however, will translate proportionally.

Background & Trigger
Ned spent most of his life, since his childhood, being singled out for his differences compared to 'normal' people. This stuck with him for his childhood and for a good chunk of his adulthood. He eventually went into underground fighting as a way of earning money, though he was still ridiculed for his differences in behavior.
One night, he was put into a cage match against another fighter without his prior knowledge, and he was knocked down over and over again, getting back up each time. However, the stress of the audience's jeers and heckling made him snap, causing him to lash out and almost literally beat his opponent to a pulp. In the wake of his victory, seeing how what he had done still wasn't enough to be accepted, he Triggered.
He later discovered his new powers and put work into crafting a villain persona, joining the cape scene in Denver while still making a somewhat honest living.
