Some things are known. There would be a news report of a Lobster Man robbing a pet store with known villain Duelist, and protectorate capes would have access to more detailed info on their capabilities.
Physical Appearance
A creature of twisted flesh with pale, discolored skin. It has no mouth, and simply 2 holes for a nose. Its eyes are recessed and seem to lack any detail to them, like pupils or an iris. It has 4 fingers on each hand twisted like claws. Their flesh seems to be almost constantly wriggling and writhing beneath their skin, and they have no distinct gender. When they are agitated or experience a strong emotion their body shifts and twists, forming some animal parts or changing appearance or color somewhat. These changes are mostly cosmetic and don't serve a real purpose. Their base form stands at 7 feet tall.
Mask has no distinct gender and does not refer to themselves as 'He' or 'She' in their base form. Settled-in forms will have genders and will refer to themselves as such even in thoughts or action text.
Mask has the Case-53 symbol on the back of their head. This is visible in any form they take but is usually covered up by any hair the form has.

Mentality
When in their base form, they think more logically and coldly, taking in data and processing it for a more optimal solution. This mindset somewhat breaks down with stronger emotion or distress, causing less logical decision making.
When in one of their forms, they take personality traits and quirks associated with such character. This can result in things like a change in Morality for some forms.

Power
Changer (Brute/Stranger)
Mask is in possession of a versatile form of self-biokinesis. While not quite full biokinesis it allows them to perform various feats. While this is all under the effects of one power, the various benefits it grants will be split up as follows:
Main Benefit: Mask is capable of freely shifting the flesh in its body for various purposes. It can also recreate the parts of animals parts it has consumed before. Do note Mask starts out with all Human parts technically consumed due to having been a human. using this ability they can do things such as grow extra limbs or mouths, or attempting to mimic others. However mask's ability is not precise enough to accurately mimic people. At best they could pass off for them at a distance or be mistaken for a sibling. The actual "Mass" used in Mask's shifting is variable, and mask is able to consume or expel biological matter to increase or decrease their base weight anywhere between the ranges of 50 pounds to 500 pounds. Mask also requires a certain amount of its matter be used to maintain the basic abilities of its form. 1/3 of its weight is dedicated to this, and while maintaining this, Mask is roughly the equivalent of an average human of that size and weight, discounting what the other mass is used for. Animals Mask has access to use currently are listed below, with example mass allocation for certain parts.
When Mask consumes something biological, its hyper efficient digestive system converts 50% of the mass consumed into Mask's available mass, the rest later expelled through normal means. However, Mask can consume material with 100% efficiency, but that is turned into bulk mass instead, which does not count towards Mask's mass limit, but when transforming rapidly (Detailed later), it can be used as the mass Mask loses.
General transformations or additions are categorized into two categories: Minor and Major transformations. Minor transformations take a full 'Round' to form where Mask does nothing else. major transformations take a minute to form fully. However, these transformations can be assumed more rapidly. If done so, a Minor transformation can be assumed with no necessary action that round (Though only 1 can be formed per round this way) and a Major transformation can be formed as a full round where Mask does nothing else. However, when doing it rapidly, some Mass is lost, expelled inefficiently in the rapid process. Mask loses 1/2 a pound of mass for minor transformations and 5 pounds of mass for Major transformations this way. The mass lost can be taken from Bulk Mass instead of normal mass if desired. Also, Mask can take the time for a fast Major transformation, but instead assume up to 5 minor transformations, but 5 pounds would still be lost.
Minor Transformations are generally things like growing a new eye, or swapping an existing eye for a different kind, while Major transformations involve things like growing new limbs, or a major change in body. For example converting all current free mass to enhanced musculature is a major change. For musculature, Mask can take on the muscles of various animals. For simplicity's sake, for every 1 pound dedicated to a specific type of muscle, Mask will add 1% of that animal's strength to its current strength. For example:
Mask is 200 pounds, assuming the musculature of a silverback gorilla. Mask assumes 50 pounds of its musculature, giving Mask an added 50% of the strength of a silverback gorilla. A silverback gorilla could power-lift 4,000 pounds, adding an effective 2,000 pounds to Mask's effective power-lift. However, like this Mask will tire quickly and easily. If Mask assumes an extra 50% mass in extra cardiovascular strength (25 pounds worth of such in this case), they will avoid this issue.
While Mask cannot assume the form of specific people, individual forms it has taken before can be replicated exactly later. The more a particular form is used, it can begin to develop a distinct personality. While away from a form for a length of time this personality tends to degrade, but for times where Mask is regularly assuming a form (Say, at least once a week) personalities can begin to form. Mask does not need to necessarily concentrate to maintain forms, but for roughly 8 hours in every week's time, mask must retain a form at least close to its base form or risk increasing mental degradation over time.
Secondary Benefits: The power granted to Mask comes with a few minor side benefits, notably an ability to highly accurately sense chemicals that enter or come in contact with the body. While this does technically apply to molecules laden in the air, it does not necessarily translate to superhuman smelling capabilities and it is generally inefficient at tracking targets. While in contact with a person, Mask is able to track the hormones and chemicals released from their skin to get a limited sense as to what they are feeling, such as "Anger" or "Sadness".
The power that Mask has also grants them the ability to generally survive what would be considered lethal blows to most. This is generally in the form of a passive regenerative ability. This ability will not, say, regenerate an arm that has been lost or a lost eye or the like, but if an injury would generally be lethal it works to force the body to be able to cope. For example, the loss of a heart could be dealt with by rerouting veins and causing them all to contract in rhythmic motions to keep up blood flow. (Note that without the heart Mask would be almost certainly incapacitated for a number of days while its body either regrew one or came up with a method to cope). Severely catastrophic damage such as losing function in multiple vital organs within an hour's span or effectively losing function in either the power-regulating function of the brain or more than 40% of other brain sections would result in death. Do note that generally Mask would be severely impaired by an injury that would trigger this regeneration and it would take days or weeks to recover from. Injuries that would lead to death but are not costly to heal (Such as a torn artery) do not incapacitate as severely, merely causing Mask to be somewhat weaker for a few minutes.
Note that Mask's normal changes generally will not 'Heal' their base form. For example, if they get their arm chopped off, they can optionally use mass to create a new arm in its place, but when Mask needs to assume its base form it will lose this arm. Also the arm will take up mass from its usable mass instead of coming as part of its 1/3 mass base. However, Mask can spend a 12 hour period concentrating on reintegrating a regrown part in place of the lost one, in which case it will be as if Mask had not lost the original limb.
Note: Mask consumes 5 pounds of mass a day to remain functioning and retain active use of power. Eve during stretches where Mask is not actively using power they consume this much as their body always shifts a little. The mass consumed can be taken from bulk mass. Mask can also consume most biomass unless it is specifically poisonous, which Mask's body will typically reject.

Grow Limb (Major, variable pounds)
Note: Grows a limb of the form chosen. For human sized human limbs this costs 8 pounds for an arm and 20 pounds for a leg. This cost can be increased or decreased for variably sized limbs. Generally most animal limbs cost similar amounts, with the exceptions of things like a bird's wings.
Convert Limb (Major, 1 pound)
Note: Converts a limb to a form equivalent. limbs include Head, Arms, or legs. Heads are blank, having no organs on or in them. Converting a grown limb actually has no extra investment cost and instead assumes the normal investment cost of the limb, if it is different. 2 Limbs can be converted at a time as a part of this change if so desired.
Convert/Grow Sensory Organ (Minor, 1/2 pound)
Note: Converts an equivalent sensor to another form's variant. Ex: Converting a human eye to a pigeon's eye. Sensory organs include Mouths, Eyes, Noses, Ears, and up to 5 square feet of skin patch. This can optionally take more mass depending on the sensor converted, for example making a human sized pigeon beak would be closer to 5 pounds rather than 1/2.

Grow Carapace (Minor/Major, A: 1 lb per square foot)
Note: Grows Hard carapace along skin. provides roughly the protection of a hard wood roughly 1 inch thick along area affected. Can affect up to 10 square feet as a Major change, 2 square feet as a minor change. Limbs from carapaced creatures come with this automatically at 1 stack. Carapace from this change can stack on itself up to 3 times in areas, providing comparable protection. IIA protection at 2 stacks and II protection at 3 stacks. This can be taken in areas directly on joints but reduces mobility in such an area significantly.
Grow Wings (Major, A: 1/4 of current mass rounded up)
Notes: Hollows out current bones and grows large, feathered wings for flight. Makes bones much easier to break but provides flight. Speed of flight is dependent on how much mass is dedicated towards musculature, with 50 pounds dedicated leading to a roughly 20 mph flight speed. This varies based on current mass and such. While above 300 pounds this cannot be used for flight, and can instead be used for gliding only. Can optionally not hollow out own bones, but then while above 300 pounds cannot glide and while below 300 pounds and above 80 pounds cannot fly, can only glide.
Create Venom/Poison (Minor, A: 0 lbs (1/2 lb lost mass))
Note: Creates a suitable amount of venom/poison in an appendage to dose 1 target. Can be done reactively as part of an attack or when otherwise possible to poison/envenom a target. Mass for this can be allocated from bulk mass, but the mass is lost once the dose is used. Minor venoms have a smaller effect, such as a minor paralytic, maybe rendering the limb hit difficult to move properly. Moderate venoms have a worse, effect, effectively paralyzing the limb and making movement difficult. Major venoms are a serious health concern for normal people, for example the paralytic venom might begin to slow down the heart and begin to introduce difficulties breathing.

Example
Elly stepped into the grocery store with a grin and a sing-song tune, walking through the halls of the store, picking up and eating what she wanted. When an attendant came to intervene, telling her she couldn't do they for a moment he could swear her eyes had shifted into cat's pupils. Then suddenly the cashier saw her arms bulking up as she wrestled him to the ground, knocking him out in a single well-placed punch. She then goes back to eating her candy. The security at the place are alerted and they come to investigate. When seeing them come, Elly fades away as Mask's form emerges, growing with twisted, writhing flesh as they looks around for a way to escape. He spots a vent and pumps up his speed, dashing for it quickly. The security spot it and begin to signal the police as they scamper into the vent and escape the building.
Backstory
He was the son of a rich man. Spoiled from birth, he was given everything he could really desire, except for the one thing he really desired: fame in filming. however his father wouldn't approve of it so he cut off ties and began a career in filming. Without his father's connections and wealth he was only able to make low-budget films. He acted in and produced the films, but when he would submit them to film festivals there wasn't quite the fame or attention he so craved. As he continued to try more and more, his funds began to run low and his dream was fading more and more from view. That was when he heard of it. Rumors of vials able to give you superpowers. And well, who could imagine how wildly successful his films would be if they were produced by a cape, especially if they were to have more media-oriented abilities.
So he did some digging and got in contact with Coven. He was able to siphon off the necessary funds off his father's accounts and soon he had a vial of his own. He quickly downed it once it was given to him, but suddenly he felt a horrible burning sensation, his flesh beginning to twist and warp, mouth sealing shut and nose receding into his face. It woke up later in an unfamiliar city, not knowing much but somehow recalling a few key skills in how to retain a character and play them convincingly.
