A vigilante downtown has been keeping his own kind of peace. Thugs have been found beaten up, when interrogated only talk about 'the man with the hands'.
Character Sheet
Appearance
Tall, muscular guy. Unassuming face, brown eyes, nose that was clearly broken once. Wild hair, naturally ginger, but he bleaches it.
When out as a cape he just wears sweatpants and sneakers, and for the rest covers himself in hands.

Mentality
Quiet guy. Can get violent, but he tries to push this towards at least doing some good.
He knows his appearance when using his power tends to unnerve people around him, and he delights in it.
Also, makes hand puns while in 'costume'. Lots of them.
Power
Trigger type: Single Natural Changer/Brute
Simply put, Toby creates hands. He manifests hands from any part of his body, including hands previously created by this power. This usually leads to great twisting masses of hands.
It’s quite fast, he can create a fist from his fist while punching and have it disappear after the hit lands, and he can create a twisted mass of hands in only a few seconds.
The hands will never crush him, he's always strong enough to move them around. Additionally, the further they are from Toby's main body, the less he feels them.
He has some control over the form of the hands, able to meld them into his flesh and into each other. He can use them as stopgap measures to hold wounds closed, though this is not a substitute for proper medical care.
Given time, he's be able to construct a massive golem out of hands, big enough to clash with Endbringers. It takes at least an hour to get big enough for that, and the golem can't really see, hear or feel, so he'd need outside assistance to really be useful.
Backstory
Toby was a troubled kid growing up, which usually outed itself in violence. Luckily, his parents managed to steer him towards sports instead of gangs.
He had a talent for both boxing and rugby, and this outlet helped him become much calmer in his daily life.
One night walking home after training, chatting with one of his friends, they were mugged. They resisted, but before they beat the muggers away, his friend got shot. Thrice.
He quickly called an ambulance, but it would be some time before it arrived, and he'd have stench the bleeding until then. But he only had two hands, and he couldn't keep all three wounds closed at once, he couldn't, he couldn't...
